Registration guidelines
As a part of approving your messaging campaigns, a registrar will review your Privacy Policy, Terms of Service, and Opt-In Forms. This memo outlines the required elements for each of these documents to ensure seamless campaign approval and ongoing compliance.
I. Privacy Policy Requirements
Your Privacy Policy must be accessible from all forms collecting phone numbers and explicitly address:
- Data Collection & Usage: Clearly state what data is collected from your users through your services, including text message campaigns, and how it is used.
- Methods of Collection: Lay out the ways in which you gather the information mentioned above.
- Uses of Data: Describe all of the ways in which you use user data that you collect.
- Third-Party Sharing: Affirmatively state that mobile opt-in data will not be shared with third parties for marketing purposes.
- Opt-Out & Consumer Rights: Include clear instructions for opting out and consumer data rights.
- Sale of Data: Clearly state that you do not share or sell collected information without consent or unless legally obligated to do so.
Required Third Party Sharing and Opt-Out Language Example:
“Text messaging opt-in data and consent will not be shared with third parties for marketing purposes. Consumers may opt out at any time by replying STOP.”
II. Terms of Service Requirements
Your Terms of Service must exist, must be publicly accessible, and must be accessible from all pages and places where you collect phone numbers. Your Terms of Service must include:
- Organization Identification: The business name must match the registered 10DLC Brand or DBA.
- Message Types: Specify what types of messages will be sent (e.g., organization updates, volunteer communications, advocacy).
- “You agree to receive [message type] text messages.”
- Marketing Disclosure: If you are sending marketing text messages, you must state this.
- “You agree to receive marketing text messages.”
- Donation Disclosure: If you are sending donation request text messages, you must state this.
- “You agree to receive donation solicitation text messages.”
- Regulatory Disclosures:
- “Message frequency estimate (e.g., daily, weekly, bimonthly, monthly, varies).”
- “Message and data rates may apply.”
- “T-Mobile (or other cell phone carrier) is not liable for delayed or undelivered messages.”
- “Reply STOP to opt-out. Reply HELP for help.
- Short Code Disclosure: If you are using a Short Code phone number, you must identify what Short Code your messages will be sent from.
- Privacy Policy Link: Be sure to provide a working link to your Privacy Policy.

“By subscribing, you agree to receive [message type(s)]] messages from [Brand Name]. Message frequency varies. Msg & data rates may apply. T-Mobile is not liable for delayed or undelivered messages. Reply STOP to unsubscribe or HELP for assistance.”
III. Opt-In Form Requirements
Opt-In forms which gather affirmative consent must be used on every page which permits your users to submit their phone number for functional or promotional messaging. Every opt-in form collecting phone numbers must contain:
- Organization Identification: The business name must match the registered 10DLC Brand or DBA.
- Message Types: Specify what types of messages will be sent (e.g., organization updates, volunteer communications, advocacy).
- “You agree to receive [message type] text messages.”
- Marketing Disclosure: If you are sending marketing text messages, you must state this.
- “You agree to receive marketing text messages.”
- Donation Disclosure: If you are sending donation request text messages, you must state this.
- “You agree to receive donation solicitation text messages.”
- Regulatory Disclosures:
